Governor Fletcher Issues Spending Plan

Frankfort, KY – Kentucky Governor Ernie Fletcher today issued a plan
to get state government through the next quarter. The
plan would fund the government in the absence of an
enacted budget. The plan calls for spending
more than nine billion dollars through September 30th.

Fletcher says he preferred not to lay out a plan for the
whole year, because he expects a budget to be passed
before that. The new fiscal year starts Thursday. State
Budget Director Brad Cowgill says the public as a whole
shouldn't notice any changes.

The Fletcher plan calls for a continuation of state services,
and it avoids proposals for lay-offs of state employees.
the plan doesn't allow for bond-funded construction
projects in the coming year, because that requires a
debt-service appropriation.
