Ky ends fiscal year with budget surplus, but there's a catch

Frankfort, Ky – For the fourth consecutive time, Kentucky has ended another fiscal year with a state budget surplus. But the chairman of the House budget committee says the surplus isn't real when you take into account state pension fund deficits and other long-term fiscal needs.
