Frankfort – A secretary in the Governor's office is denying allegations that she is the tipster who warned a nursing home owner of upcoming inspections. The employee is Vicki Brown, an office manager for the Governor's Chief of Staff, Andrew "Skipper" Martin.
A consultant who has been managing the Birchtree Healthcare Nursing Home in Clinton, says owner Tina Conner gave Brown's name to state and federal investigators during a meeting in Frankfort this month. Conner had a two year affair with Patton and now is suing him and the state for sexual harrassment. Conner claims Birchtree at first got extraordinary assistance from the administration, then was run into bankruptcy by state regulators after she ended the affair.
